BANGALORE: When Ramaswamy Balasubramaniam finished his public administration degree at an Ivy League university and returned to Karnataka, nothing much had changed on the corruption front. The only change was the state's the-then anti-corruption watchdog (read: Lokayukta) Santosh Hegde was waging a war against rampant corruption at government agencies.Hegde, with whom the forty six-year-old doctor from Mysore had worked before, gave him a daunting task. Probe into the public distribution system in the state, he was told and after a year-long investigation, Balasubramaniam came up with some startling finding: every month, the Karnataka government loses Rs 145.8 crore because of outages in the public distribution system.
By the time the report came out, Hegde had also published his indicting report on illegal mining in the state which pegged the loss to the exchequer at Rs 16,085 crore over four years. The two reports had one more thing in common: both recommended use of technology to plug loopholes and inefficiencies, and bring in more transparency.
The report by Balasubramaniam listed several irregularities in the public distribution system including losses due to over-allotment, distribution problems, loss due to fake ration cards and loss in transportation, among other things. To plug these outages, he recommended implementation of a computerised integrated inventory management system at all levels. Such a system would cost the government around Rs 250 crore.
The central database apart, Balasubramaniam - who also runs a non-profit - spoke about technology interventions like complete computerisation of ration card database, use of smart card and GPS tracking devices for food consignments. "Most of these problems can be tackled with the use of appropriate technology," said Balasubramaniam.
Computerisation of the ration card database will make it easy to identify beneficiaries and improper classification can be traced, he says. The report is especially harsh on poor monitoring. By using biometric smart cards, creating helplines and introducing point of sales devices, most of the leakage can be stopped, says Balasubaramaniam who is now working with the central government on policy and administration issues.
